Animated GIFs are not the best method of including animation on a web page as they are memory-intensive and often slow to load. But they are one of the easiest methods because they are simply a sequence of GIFs which can be created in Photoshop or Illustrator/FreeHand.

GIF Builder is a shareware program which can be downloaded for Macintosh.

In general, designers should avoid motion except when it enhances content and then only use it in a limited way to draw attention. Loops on animation can be very annoying.
